To comply with the ruling by the Supreme Court of British Columbia regarding the Vietnamese Canadian Community in Greater Vancouver Society’s petition against the 2016 to 2018 Executive Committee of the Vietnamese Canadian Federation (VCF), the Council of Presidents made up of 11 Member Associations of the VCF decided to hold a Special General Assembly to elect a new official leadership as required by the ruling.
At 2 PM (Ottawa time) on April 14, 2019, the VCF held a Special General Assembly via teleconference which was attended by 45 delegates and proxies from the following Member Associations:
– Halifax (3 delegates)
– Sherbrooke (3 delegates)
– Montreal (5 delegates)
– Ottawa (4 delegates)
– Toronto (5 delegates)
– Windsor (3 delegates)
– Manitoba (4 delegates)
– Saskatoon (3 delegates)
– Edmonton (5 delegates)
– Calgary (5 delegates)
– Vancouver (5 delegates)
Election of the Representative of the Council of Presidents and 2 Alternate Representatives for a one-year term (2019 to 2020)
The nominees were:
1) Mr. Hung Phu Mai, President of the Vietnamese Canadian Community in Greater Vancouver Society
2) Mr. Trung Thai Nguyen, Head of the Saskatoon Vietnamese Association
3) Dr. Kien Thuan Le, Head of the Vietnamese Association, Toronto
4) Dr. Ngoc Ba Dao, President of the Association of Vietnamese in Canada, Montreal Region – Communauté vietnamienne du Canada, Région de Montréal
5) Mr. Nha Van Tran, Head of the Association of Vietnamese in Sherbrooke – Association des Vietnamiens de Sherbrooke
Result: Elected were
Dr. Kien Thuan Le – Representative of the Council of Presidents of the VCF
Dr. Ngoc Ba Dao – First Alternate Representative
Mr. Nha Van Tran – Second Alternate Representative
Election of the VCF Executive Committee for a 2-year term (2019 – 2021)
Two tickets were nominated for the Executive Committee
1. Ticket 1 nominated by the Vietnamese Canadian Community in Greater Vancouver Society, was made up of:
– Dr. Khue-Tu Nguyen (delegate from the Vietnamese Canadian Community in Greater Vancouver Society) as Secretary General
– Ms. Nhiem Rain Do (delegate from the Vietnamese Canadian Community in Greater Vancouver Society) as Deputy Secretary General
– Ms. Phu Thi Bui (delegate from the Vietnamese Canadian Community in Greater Vancouver Society) as Treasurer
2. Ticket 2 nominated by the Saskatoon Vietnamese Association, was made up of:
– Mr. Dong Van Tran (delegate from the Saskatoon Vietnamese Association) as Secretary General
– Mr. Tri Minh Truong (delegate from the Vietnamese Canadian Community of Ottawa) as Deputy Secretary General
– Ms. Ha Thien Huynh (delegate from the Vietnamese Association Toronto) as Treasurer
Result: Ticket 2 elected as the VCF Executive Committee

Election of the Board of Control: 2 Members for a 2-year term (2019-2021)
